Japanese Naval binoculars

I always seem to find WWII antiques when I visit people. This was a pair of Japanese Naval binoculars from what may have been something similar to a pt boat. The heavy pair of binoculars is about 16”-20” long and has a tripod mount. The inscription is shown in my bad Japanese handwriting.
