You can set everything from weather conditions to the amount of flights in the air, the planes they are flying, with how many they are, at what altitude they start, their skins and their AI skill.

Mostly made redundant for single player by 777's in-game quick mission generator, you can also use this tool to make multiplayer missions, allowing you to set up all kinds of fights against your friends, or perhaps with your friends against AI planes.

The tool is quite old now, but it automatically adds any new planes to it that are released. A readme is included, but in general everything should speak for itself. You can save the tool anywhere you like. Save multiplayer coop missions to your "Rise of Flight\data\Multiplayer\Cooperative" folder."
