Rotation changes:

- Bir Hachiem map - deleted
- France_44 put back in rotation
- Found several high ROF (rate of fire - actually pause between reloads) from Carriers and Cruiser on "Slot map", which were the source of high AA last night on the server.
- Increased rotation times for Sedan_1940 and NNBase_42

Adding Anapa_44 (Popular Historia map) and the old favorite from OC3 - yes, Stalingrad
